The starting point is simple: CBD isolate is legal in UK retail products. The UK Home Office regulates CBD, and it has been explicit on this point in its factsheet which states:
"CBD as an isolated substance, in its pure form, would not be controlled under the MDA 1971 / MDR 2001."
The MDA and MDR referred to here are the Misuse of Drugs Act and the Misuse of Drugs Regulations respectively. CBD oil is legal if it contains less than 1mg each of THC and CBN per container.
